Vehicle dynamics control stays off when toggled on - why?

Hi everyone! In Dec, I purchased a pre-owned 2022 Outback under warranty until May. When I toggle on the Vehicle Dynamics Control, the little car and slippery road logo stays off. Is this because it only activates when needed? Or is something wrong? I'm suspicious because it's icy and snowy around here and the car's been slipping a bit, and when it does, nothing turns on; in fact, on the dash it says that it's turned off. Is there something I'm missing? Thanks!
 
According to the owner's manual, the car and slippery road logo will only flash when the system is actually in operation to help in vehicle control. If the system is toggled to "on", the system remains in a stand-by state unless the system needs to operate. If you toggle the system to "off" the logo on the dash will say the system is off to inform you that no action will be taken by the system. NOTE: if the system is toggled to "on" and the dash continues to tell you the system is off, there is a problem with the system that needs dealer attention. You should have the system checked as soon as possible. The VDC system is actually a sub module of the anti-lock braking system.
