I have a 2015 Impreza for which I'm trying to replace the clock spring in the steering wheel because the horn does not work. Strangely, I can't even get past the first step of removing the front airbag cover of the steering wheel. I know there are the three holes on the steering wheel that enable one to manipulate the metal clips that hole the air bag on. I was able to get it first try on my wife's Impreza but tried for 30 minutes and absolutely could not budge the cover on my steering wheel. I know the previous owner hit a deer with the car and had some body work done. If the airbag went off, is it possible the steering wheel was put back together with malfunctioning clips to remove the airbag again? My next solution is going to be to cut the back cover of the steering wheel off with a dremel to get at the internals.
