Looking at a 2023 Outback Limited

I am looking at buying one of these and am wondering how close the 28 combined EPA MPG is to reality. I live in the Pacific Northwest, so there are hills. What is everyone's experience? This is the non-Turbo version.

I bought my 2023 Limited in April. 6200 miles now. I have been getting 23-25 MPG.

My 2019 Outback Premium, which I traded in for the 2023, got 25-28 MPG.

I live in the high desert northeast of Los Angeles.
