Gasoline filler problem

I’ve had my 2001 Subaru Forester for 15 years. Oddly in the last few months whenever I try to put gas in the tank, the gas station filler nozzle clicks off even when the tank is empty. In fact unless I very very slowly put gas in it, the filler nozzle clicks off as if the tank is full. This is a new development. Can anyone explain this odd behavior? Has this happened to you?
 
Could be a blocked vent tube creating backpressure which the pump nozzle intrepets as a full tank. It's a small tube leading down beside the fill hose sometimes going to a charcoal canaster which collects fumes that are then burned in the engine.
 
I had this problem with my Crosstrek and it was the EGR valve. Once replaced everything was back to normal. As an aside, this happened during Covid and the part was back-ordered for almost 2 months. Filling the tank was a nightmare. Let a dealer-service have a look at it.
