Blower not working 2009 Outback

2009 Outback Wagon
Through a process of replacement I know that my blower motor, relays in box under hood, blower switch, resistor, and passenger compartment fuses are good.

Unless I’ve gotten a defective part, what could it be?

I know my next step is to carefully test circuits from beginning to end, but while I’m working up the energy to do that, does anyone know what I might be missing?

Maybe it is the relay. Maybe I didn’t mess with the right ones. There’s a cluster of relays under the dash to the right of the fuse box. Is it maybe in there? I can’t find anything that says what those relays are.
