97 Legacy L 2.2 Power steering gradually failing to boost

I just bought the above mentioned wagon with 140,000 miles. The seller sold it cheap because the previously fine steering has been degrading over the last couple weeks. Now there is no boost most of the time with moments of boost.
The fluid is up, belts are new, pump turning well, no noises.
A shop said she needs a new rack for $2000 so she sold the car cheap to me.
As I search the forums I see that racks fail by leaking but I have not found any posts about racks failing by not boosting. I took a risk on this car because I've not heard of a rack failing this way.
I assume that the shop tested the pump but don't know for sure. Can a pump that looks like it is pumping be actually not putting out proper pressure?
All ideas welcome!

HAHA! I jacked the front wheels off the ground and found that the steering was still tight.
I drizzled some oil on the steering shaft U joints and BINGO! Problem solved!
