'93 subaru legacy wagon windshield wiper fuse keeps blowing

This is a '93 subaru legacy wagon. We had the wiper motor replaced and
that didn't fix the problem with the fuse blowing.

The fuse only blows when we are on a street with rough surface. As soon
as some bumps are hit, the fuse blows.

If on the highway, the fuse is ok. Any ideas? How would we troubleshoot
this problem? Thanks,Bill

This is an old trick I have used for years. Pull the fuse out of the holder.
Clip on where it goes and instead of a fuse you put a HEAVY current lamp in
its place (on the clipleads). Turn the motor on low and watch the lamp. It
will glow dimly, the motor will start.Wiggle the wires, move things around.
Watch for the lamp(s) to go bright and the motor to stop. When it does you
have your short located without blowing fuses or burning up wires. The
current is limited to the amount the lamp can draw.
Use something kinda heavy...a headlamp on high works well.
