90 Legacy crankshaft pulley off center

The crankshft pulley of my 191000 miles legacy is running off the
center when in idle speed. It returns to normal at higher speed.
The pulley nut feels tight.

Is there a bearing there turning bad? Any suggestion I need to do?

you need a new crank pulley - the rubber dampener has gone bad. If it
gets much worse it will wither chew a hole in the timing cover, throw
the accessory belts off, or both.
