3gen subaru crank but wont start during cold weather

Hello,

I have 2010 subaru impreza at 178k miles. My car cranking but not start during cold weather. like below 40ish fahr. But if its above 55-60 car will start without a problem. Mechanic replaced all ignition comps ; coils ,spark plugs ,the hub etc also replaced the fuel pump.

When I spray ether(starter fluid) on the neck of the intake car will to start but now it is not the case anymore it is not starting with this method. So I am kind a stuck.
the car gives p0420 code which mechanic said it is irrelevant. I attached the obd scan results. So please help me I tried million different solution but no succeed

I have identical problem with him. He solve this problem with changing the starter at the end but I want to be sure before spent more money on this car.
I lost my hope to solve this problem. I spent almost a grand and not went well.
