2013 Outback will start but not able to move steering nor put on drive

We have a 2013 Subaru Outback and twice during the last month or so the car get into a weird mode. The car will start, all dash lights become illuminated, the steering wheel only with move a few inches, and the car wont get out of park drive. Eventually, the vehicle will operate ok again. Took to dealer first time and they could not find the root cause. Last night it happened again.

Any hints on what could be going on?

Test the battery to ensure it has enough reserve to "wake up" the network.
Test the alternator output.
Access the faults when it is "misbehaving" is the best option to find any recorded faults within the network.
Test all powers and ground circuits from the battery to the fuse panel. Make sure all ground straps are clean and tight. Inspect the engine bay for rodents and "damaged" harnesses.
Check the air box for any rodent "debris" within it.
