2008 impreza A/C, heater, blower not working. Fuse 22 pops on start up

I bought a 2008 impreza a couple months back with known AC issues. There is no belt on the compressor. I haven't really bothered with is until now. The defrost, ac, and air all don't work. I checked all fuses and only one that is blown is fuse 22 (AC IG).
replaced fuse and upon start up it blew again. no melting of the wires is visible under hood or behind the box. Im stuck please help.
